Current provisions for the appropriation of moneys and authorisation of expenditure in New South Wales

House resolved 1 June 1999, 1st Session, Minutes No. 7, pp 110-1. That General Purpose Standing Committee No. 1, inquire into and report on the current provisions for the appropriation of moneys and authorisation of expenditure, and in particular: the provisions of the Appropriation (1998-1999 Budget Variations) Bill, the continuing practice of government agencies to unlawfully spend moneys from the Consolidated Fund and seek retrospective approval by the Parliament, as referred to by the Auditor General in his Reports to Parliament (Volume 2, 1998) and (Volume 1, 1999) and subsequent comments on the Appropriation (1998-1999 Budget variations) Bill 1999, any proposals for change to financial and annual reporting legislation, and the powers of the Parliament to oversight Government expenditure.
