President of Sydney Chamber of Commerce 1914 - 1915, organising their War Food Fund; member of the wartime State Wool Committee, which he helped to organise; a foundation member of the Universal Service League in 1915; vice president of Soldiers Club in 1915. Member of Board of Health from 1907 until 1910. Vice president of Royal Agricultural Society. Commissioner of Chicago Exposition in 1893. Inaugural President of the Wildlife Preservation Society of Australia; elected on 19 May 1909 when the Society was inaugurated at a public meeting.
Qualifications, occupations and interests
Woolbroker; stock and station agent. Educated at Christ Church School at Sydney. Joined firm of Mort & Co. and became a wool expert and auctioneer; left after Mort & Co. amalgamated with Goldsborough & Co in 1888 In 1889 with Carson, Wallis and Turton formed Winchcombe, Carson & Co Limited, of which he was later chairman of directors. Chairman of Ruthven Pastoral Company; director of the AMP Society, James Martin & Co. Ltd, and of the Atlas Insurance Company. Temperance advocate. Member of Christ Church Improvement Association. His book, 'As It Strikes Me' , a republication of a series of articles outlining his political views originally published in the Brisbane 'Monthly Record', was published in 1916.

Second son of John Phillimore Winchcombe, quarryman, and Julia Sophia Earle. Married Anne Amelia Henson on 5 October 1878 and had issue, 2 daughters and 2 sons. Church of England. His daughter Edyth married Sir Thomas Bavin, also a Member of the Legislative Assembly (and Premier of New South Wales).
