It is noted that the Member was appointed twice. His first period of service was from 17 July 1843 to August 1843 and the second period of service was from 13 October 1851 to 29 February 1856.

Qualifications, occupations and interests
Soldier and engineer.
Military Service
Commissioned as a second lieutenant in the Royal Engineers in July 1808 and served in the Peninsular war and in the West Indies, where he took part in the capture of Guadaloupe in 1815. He was a civil engineer in Jamaica for several years. He was promoted second captain in 1813 and captain in 1825.

Son of Joseph Barney, drawing master at the Royal Military Academy, Woolwich, and his wife Jane Chandler. Married , c.1817, to Portia Henrietta Peale (died 26 January 1883), in Granade, West Indies, and had issue, 1 son and 4 daughters. Arrived in Sydney with his wife and three children in December 1825 with a detachment of Royal Engineers. Buried in St Leonards cemetery.
