(1)           What was the value of the outstanding maintenance backlog for public housing for the following financial years:

(a) 2018/19?

(b) 2019/20?

(c) 2020/21 to date?

(2) How many requests for maintenance of public housing were received by Housing NSW in the following financial years:

(a) 2018/19?

(b) 2019/20?

(c) 2020/21 to date?

(3) What programs are in place or being considered to address the maintenance backlog in public housing?

(4) What was the value spent on maintenance of public housing for the following financial years:

(a) 2018/19?

(b) 2019/20?

(c) 2020/21 to date?

(5) How many public housing properties currently require maintenance?

(6) How many requests for maintenance of public housing received by Housing NSW are currently outstanding?

(7) Provide a breakdown of maintenance requests serviced by staff of Housing NSW or serviced by an external contractor?

(8) What was the value of the contracts to service maintenance requests for public housing for the following financial years:

(a) 2018/19?

(b) 2019/20?

(c) 2020/21 to date?

(9) How many public housing properties are there in each local government area?

Answer -

I am advised:

(1) In response to Question 1:

The NSW Land and Housing Corporation (LAHC) maintains public housing properties through responsive maintenance repairs and planned maintenance programs. Responsive maintenance, including work arranged in response to calls from tenants to the contractor managed maintenance line, is delivered within timeframes detailed in the Asset Maintenance Services Contract, and prioritised through the criticality repairs matrix considering safety and risk. Information gathered through LAHC's regular Property Assessment Surveys is included in the preparation of planned and preventative maintenance programs. LAHC directly bases its maintenance expenditure on priority and need, and as such there is no maintenance backlog.

(2) In response to question 2:

(a) 736, 113 work orders were raised in 2018/19

(b) 653,218 work orders were raised in 2019/20

(c) 550,120 work orders have been raised so far for 2020/21 to 30 April 2021.

(4) In response to question 4:

(a) In 2018/19 LAHC spent $452.5 million on maintenance of public housing properties

(b) In 2019/20 LAHC spent $513.7 million on maintenance of public housing properties

(c) Information regarding the value spent on maintenance will be available following the release of the 2020-21 audited financial statements.

(8) LAHC has five contract awards to service maintenance requests for public housing and as shown on the NSW Government's e-tendering website:

For Ventia (formerly Broadspectrum), the amended contract duration is from 17 December 2015 to 31 December 2022, with the estimated amount payable being $1,537,505,343.

For Colin Joss & Co Pty Ltd, the contract duration is from 17 December 2015 to 30 June 2021, with the estimated amount payable being $181,622,499.

For Lake Maintenance (NSW) Pty Ltd the contract duration is from 17 December 2015 to 30 June 2021, with the estimated amount payable being $96,852,447.

For O'Donnell and Hanlon Pty Ltd the amended contract duration is from 17 December 2015 to 31 December 2022, with the estimated amount payable being $244,998,424.

For Spotless Facility Services Pty Ltd the contract duration is from 17 December 2015 to 30 June 2021, with the estimated amount payable being $359,216,459.

(9) As at 30 June 2021, there are 125,334 public housing properties across the State. A breakdown, by local government area is provided as Attachment A.
