Public sector corruption profiling report

This inquiry was established on 19 June 2003 to review the report of the Independent Commission Against Corruption "Profiling the New South Wales public sector - functions, risks and corruption resistance strategies". The report details the findings of Operation Umbrella, where the Independent Commission Against Corruption conducted a major research project to develop a comprehensive profile of the functions, corruption risks and prevention strategies in place across the public sector. The research involved a total of 265 New South Wales public sector organisations and 357 staff from 20 organisations. Information was collected from a wide range of organisations, not just those that identify themselves as ‘public sector’ organisations. In addition to government departments and authorities, questionnaires were sent to government trading enterprises, state owned corporations, universities, and a range of boards and committees. Chairpersons, Chief Executive Officers, and staff provided information on the perceived corruption risks they face, the corruption prevention strategies organisations have in place and the types of high-risk functions they perform. The report summarises the sector-wide responses to the surveys and provides a snapshot of the range of functions, corruption risks and the corruption prevention strategies in place across the New South Wales public sector. The findings of this research present a generally healthy picture of the New south Wales public sector’s current identification and management of corruption risks. However, the Commission emphasises that public sector organisations must remain vigilant in monitoring and reviewing their risk management practices. The report identifies useful resources and makes twenty nine recommendations to assist public sector organisations to identify and manage risk and to build corruption resistance.
