ROAD CLASSIFICATION

(1) As at 5 June 2023 has the Minister met with the Chair of the Independent reclassification Panel Wendy Machin? 

(2) When will the NSW government release the reclassification report?

(3) How many of the 37 recommendations of the priority round have been completed as at 14 June 2023?

(4) Will the $250 million allocated for the priority round be repurposed?

(a) If so, where will this funding allocation be redirected to?

(b) And how it is to be spent?

(5) How many roads have been transferred across NSW as part of the priority round?

(a) Please list the roads transferred as at 14 June 2023?

(6) Will you re open the applications for the Road Reclassification process?

(7) Does the Road Reclassification process come under the Strategic Infrastructure Review?

Answer -

I am advised

(1) No

(2) Transport for NSW is seeking to obtain the approval of the previous government to provide a copy of the final report to the new Government.

(3) As of 14 June 2023, 33 of the 37 recommendations from the panel’s interim report had been implemented, constituting:

 38.42 km of Regional roads transferred to Transport for NSW management as a result of reclassification to State roads, across three Local Government areas;

 24.2 km of Local roads transferred to Transport for NSW management as a result of reclassification to State roads, across four Local Government areas;

 6.48 km of State roads transferred to Council management as a result of reclassification to Local roads, across two Local Government areas.

(4) The NSW Government is working to improve road funding for regional Councils. The NSW Government has committed to create a $670 million Regional Emergency Road Repair Fund to support regional Councils over the next two years to improve roads in Regional NSW. This includes:

 Additional investment of $390 million over the next two years and continuing the existing $280 million regional pothole program, to ensure there is enough funding available to start the vital work of repairing our regional roads.

 Deferral of the regional road transfer and reclassification program and putting the existing NSW Budget funding of $193 million – along with the additional $197 million of new money - into the new Emergency Road Repair Fund.

In addition, a capped $334 million Regional Roads Fund will be established to build new roads in rural and regional areas.

(5) From the interim report, six roads have been transferred from Councils to Transport for NSW management:

 Showground Road, Bland Shire Council

 Sloane, Grafton and Reynolds streets, Goulburn Mulwaree Shire Council

 Packham Drive, Cabonne Shire Council

 Manildra and Culling streets, Narromine Shire Council

 Eumungerie Road, Dubbo and Gilgandra councils

 Northern Distributor Road, Orange City Council.

Two roads have been transferred from Transport for NSW to Council management:

 Main Street, Neeld Street and Reg Rattey Drive, Bland Shire Council

 Auburn and Lagoon streets, Goulburn Mulwaree Shire Council

(6) The NSW Government is working on an approach for road classifications to be a business-as- usual activity.

(7) No. The Strategic Infrastructure Review is focused on projects and programs in the forward capital program with an Estimated Total Cost of over $50 million.
