(33) In regards to question (32):

Answer -

(1) I am advised:

(a) As at 5 May 2022, there have been 255,646 successful applications for the Small Business Fees and Charges Rebate. Applicants can submit multiple claims for the Rebate up to the $3,000 cap.

(b) As at 5 May 2022, the value of rebates received by over 166,000 businesses is$142.45m.

(c) The Small Business Fees and Charges Rebate is a demand driven program; and was costed to allow for small businesses within NSW to claim government fees and charges. Applications for the Small Business Fees and Charges Rebate close on 30 June 2022, after which information on the final number of successful business will be available.

(d) The NSW Government has committed $672m to the Small Business Fees and Charges Rebate in FY21-22. Applications for the rebate close on 30 June 2022, after which information on the final value of rebates will be available.

(e) Data on the number of successful businesses and value of fees and charges waived by LGA as at 5 May 2022 is attached (Attachment A).

(7) I am advised:

(a) As at 29 April 2022, 2,431 applications have received a Commercial Landlord Hardship Grant. Landlords may apply for a grant of up to $3,000 per month, per property affected by an impacted lease.

(b) As at 29 April 2022, the value of payments to successful applicants is $16.8m.

(c) Data on the number of successful applications and value of payments by LGA as at 29 April 2022 is attached (Attachment B).

(8) I am advised:

(a) A total of 21,555 applications received a Residential Tenancy Support Payment. Under the program, landlords could receive up to $4,500 per residential tenancy agreement where the tenant’s income was reduced due to COVID-19.

(b) As at 5 May 2022, the value of payments made to residential landlords (or their nominated managing agents) is $57.41m.

(c) Data on the number of successful applicants and value of payments by Electoral Division as at 5 May 2022 is attached (Attachment C).

(10) I am advised:

(a) As at 16 May 2022, there have been 3,700 applications for the Export Assistance Grant.

(b) As at 16 May 2022, 1,222 Export Assistance Grants have been received by successful applicants.

(c) The Export Assistance Grant is a lump sum payment made to successful applicants that provides reimbursement of 50% of eligible expenses, up to$10,000.

(d) See response to 10c.

(12) The Small and Medium Enterprise Guarantee scheme is administered by the Commonwealth Government. This question is more appropriately directed to the Commonwealth Government.

(14) The Pandemic Leave Disaster Payment is administered by the Commonwealth Government. This question is more appropriately directed to the Commonwealth Government.

(15) The NSW Government has offered a range of financial and non-financial COVID-support available to temporary visa holders, including international students. International students were eligible to apply for the following financial support in response to the COVID-19 pandemic, including:

 Emergency Hardship Payments

 Pandemic Leave Disaster Payment

 Commonwealth COVID-19 Disaster Payment

 Test and Isolate Payments

 Energy Accounts Payments Assistance (EAPA) scheme

 Emergency Relief for Temporary Visa Holders, Refugees and Asylum Seekers.

The NSW Government is unable to provide data on the number of recipients of these programs that were international students.

The NSW Government offered a range of non-financial support available to temporary visa holders, including international students, in response to the COVID-19 pandemic, including:

Temporary Crisis Accommodation for International Students

 The NSW Government, through Study NSW, offered up to 20 weeks of crisis accommodation to international students and their dependents who were at risk of homelessness during the pandemic.

 Between June 2020 and July 2021, this program supported over 6,300 international students and their dependents across NSW with up to 20 weeks of crisis accommodation.

 Applications for the crisis accommodation scheme closed on 12 February 2021. The final students checked out of accommodation in July 2021.

 Study NSW partnered with 15 student accommodation partners to provide a safe home to students during the COVID-19 pandemic. The scheme was also supported by Service NSW and Department of Communities and Justice.

Legal support and advice for international students

 The NSW Government, through Study NSW, funds the International Student Legal Service NSW (ISLS) through which international students in NSW can access free legal support.

 NSW Government funding towards the ISLS helped:

 500 international students from 60 different countries with 630 legal issues in 2020.

 436 students from 20 countries with 632 legal issues in 2021.

 Study NSW has also subsidised the multilingual My Legal Mate app so that it can be freely downloaded by international students during the pandemic. It provides free access legal information to assist international students better protect themselves in key areas of student concern such as employment and tenancy.

Food hampers

 The NSW Government, through Study NSW and the Department of Communities and Justice, partnered with Foodbank and 22 education and charity partners to provide 55,000 free hampers to international students between July 2020 and November 2021.

 This represents about $4.4 million of food support, with each hamper valued at $80 and containing instant meals, coffee, and pantry staples such as breakfast cereal, long-life milk, rice, and sauces.

 During lockdown, free home delivery was provided for international students to help reduce the movement of people during COVID-19.

International Students Intake Support Service

 The NSW Government announced on 8 September 2021 the launch of the International Student Intake Support Service, a purpose-built website run by the Sydney Community Forum and funded via Study NSW, to connect international students with available support services.

 The Service has supported over 325 international students to connect with support to address areas of critical need, including food security, health and wellbeing, accommodation and employment issues.

Mental Health

 The NSW Government announced on 17 October 2021 a $130 million mental health recovery package to provide help for anyone in NSW whose mental health has been impacted by the pandemic.

 The funding provides for targeted and practical measures to support the mental health and wellbeing of NSW residents, including temporary visa holders.

 The mental health support package includes funding to establish a Multicultural Mental Health Line, to boost the mental health clinical workforce and provide additional services to young people through their local headspace centre.

Free Digital, Hotline and In Person Advice

 The NSW Government has made available a range of digital and other information resources to support individuals to access support during the pandemic.

 Temporary visa holders, including international students, can:

  • contact Service NSW in person at a service centre, online or via telephone for advice on available NSW Government and community support;
  • obtain further information about available support at www.nsw.gov.au/covid-19/support

 Study NSW has also created a COVID-19 Help Hub accessible via www.study.sydney with tailored advice for international students looking for support during the pandemic.

(16) I am advised:

(a) As at 5 May, there have been 1,665 applications for the Return to Work grant.

(b) As at 5 May, 1,439 Return to Work grants have been received by successful applicants.

(c) The Return to Work grant program is currently underway. The total number of Return to Work grants used will not be known until the program has closed and post-program review has been undertaken.

(e) Data on the number and value of Return to Work grants by LGA as at 10 May 2022 is attached (Attachment E).

(17) I am advised:

(a) A total of 5,040 applications have been received for the Accommodation Support Grant.

(b) As at 5 May 2022, 2,497 Accommodation Support Grants have been received by successful applicants.

(c) The Accommodation Support Grant is a lump sum payment of $2,000 or $5,000 for accommodation premises that experienced cancellations for stays occurring between 25 June and 11 July 2021 as a result of the lockdown restrictions.

(e) Data on the number and value of Accommodation Support Grants by LGA as at 5 May 2022 is attached (Attachment F).
