275 - Treasurer - MERCER ADMINISTRATION

Mookhey, Daniel to the Minister for Finance and Small Business representing the Treasurer

(1) Is the Treasurer aware of speculation that Mercer Administration, who purchased Pillar Superannuation from the NSW Government, is considering moving jobs from the Illawarra?

(2) What was the definition of "delivery of existing member services" the Government determined for the purposes of the 'regional commitment' provided by the then Treasurer in her second reading speech on the Superannuation Administration Corporation (Pillar) (Authorised Transaction) Bill 2016 on 6 May 2016?

(3) Is the Treasurer aware of the 10 year 'regional commitment' to the Illawarra that the purchaser would need to fulfil was made during the passage of the Superannuation Administration Corporation (Pillar) (Authorised Transaction) Bill 2016?

(4) Were commitments to guarantee Pillar Superannuation's continued presence in the Illawarra for 10 years sought and received from Mercer Administration during the sale transaction?

(a) If not, why not?

(b) If so,

(i) How was this commitment from Mercer Administration obtained?

(ii) On what date was it obtained?

(c) If so, in regard to the commitment from Mercer Administration:

(i) How many positions were covered by the 'regional commitment'?

(ii) How many employees were covered by the 'regional commitment'?

(iii) From what date did the 'regional commitment' take effect?

(iv) What penalties or sanctions is Mercer Administration subject to should they breach the 'regional commitment'?

(v) How many staff have accepted voluntary redundancies since the 'regional commitment' took effect?

(d) If so, has the Treasurer taken steps to satisfy himself that the 'regional commitment' has not been breached?

(i) If not, why not?

(e) If Mercer Administration has been found to be in breach of the 'regional commitment' provided as part of the purchase of Pillar Superannuation will the Government impose penalties or sanctions?

(i) If so, what form will these take?

(ii) If not, why not?

(5) How many staff were employed by Pillar in the Illawarra as at 31 December 2015?

(6) How many staff are currently employed by Mercer Administration to deliver services formerly provided by Pillar Superannuation?

(7) Are there any current legislative or regulatory impediments to Mercer Administration ceasing its operations in the Illawarra?

 

Answer -

The NSW Government will monitor the proposed changes and ensure obligations stipulated in the Act are honoured.
