I am advised:
(1) From 1 October 2023, dark roofs will not be an available selection for new dwellings in some climate zones using the Do-it-yourself (DIY) thermal performance pathway of the Building Sustainability Index (BASIX). Selecting a dark roof remains an option in other pathways to pass the BASIX thermal performance standards under the State Environmental Planning Policy (Sustainable Buildings) 2022 (Sustainable Buildings SEPP). Dark roofs will be continue to be available as a choice, and the updated BASIX standards allow dark roofs to be offset, for example through more insulation.
(2) Landcom uses several approaches to combat the Urban Heat Island effect in its developments. These include innovative street designs, providing wider verges for increased tree planting and rain gardens, as well as driving the application of specific Solar Reflective Index for materials (light coloured roofs and surface materials). Each approach is site specific and works in concert with other methods to deliver climate resilient places.
(3) The Department of Planning and Environment is monitoring the uptake of dark roofs under the Sustainable Buildings SEPP, which is broadly consistent with the National Construction Code 2022 and as part of the next scheduled review of the Sustainable Buildings SEPP.
