To the President and Members of the Legislative Council, the petitioners of New South Wales state that in 2025, six New South Wales councils sought Special Rate Variations (SRVs), of which four were approved, one was partially approved, and one rejected. Federation Council’s rate increase was near 70 per cent and rate pegs range from 3.6 to 5.1 per cent. Councils can defer hikes, redistribute rates, and must report annually, and IPART received 1,100 submissions and 6,000 survey responses. The petitioners request that the House urge investigation into escalating SRVs and call for a moratorium on new SRVs, stronger oversight of council finances and infrastructure, mandatory CEO salary bands, clearer service definitions, consistent consultation protocols, and section 430 investigations into councils repeatedly failing on performance, transparency, or community trust.
