BOMBO WATER RESOURCE FACILITY

With respect to the Bombo Sewerage Sewage and Wastewater Treatment Plant -now branded the “Bombo Water Resource Recovery Facility”:

(1) What action will you take with respect to resident concerns about odours coming from the plant?

(2) When was the last time monitoring was undertaken of odours at the Bombo waste treatment plant and is this information publicly available?

(3) What information can the Minister provide with respect to the level of odours coming from the plant?

(4) What is the Australian Standard for the management of odours from sewage treatment plants?

(a)  Does New South Wales apply the same standard?

(i) If not, why not?

(5) Is the New South Wales standard for the management of odours for sewage treatment plants based on globally accepted standards and levels?

(a) If not, why not?

(6) Does the Bombo Sewage Treatment Plant satisfy your statutory obligations under the Protection of the Environment Operations Act 1997 (NSW) including but not limited to s129?

(a) If yes, what evidence do you have of your compliance with these obligations?

(7) Does the Bombo Sewage Treatment Plant comply with your obligations contained in the Environmental Protection Authority’s Technical Framework for the assessment and management of odour from statutory sources?

(a)  If yes, what evidence do you have to support a claim of compliance?

(8) Did your department make a submission concerning the recent rezoning of land at South Kiama to the west of the Princes Highway?

(a) If yes, will you make this submission public?

(9) Given the Government growth targets for Kiama, will the Minister instruct her department to investigate a major upgrade of the Bombo Sewage Treatment plant?

(a) If not, why not?

(10) Will the Minister or her department meet with me and local residents to discuss their concerns about the Bombo Sewage Treatment Plant, including the issue of odour from sludge lagoons during rain events?

(11) What maintenance work is planned for the Bombo Sewage Treatment Plant in the next twelve months and will any of this work involve addressing resident concerns about odours?

(12) If this maintenance work does involve addressing odours, what evidence or analysis is your department replying on that this work will reduce odour concerns?

(13) Is the Minister and her department compiling an Illawarra Regional Plan for Sydney Water assets?

(a) If yes, how long is it anticipated this plan will take and will it be made public?

(14) Will the development of this plan delay decisions about much-needed upgrades to Sydney Water assets such as the Bombo Sewage Treatment Plant?

(4) Odour standards are the responsibility of each State and Territory Government. This information is publicly available Managing odour (nsw.gov.au)

(6) Bomba WRRF is regulated by the NSW Environment Protection Authority and as such licensed under an environmental protection licence publicly available at

Licensing under POEO Act 1997 (nsw.gov.au)

(7) This is a technical reference document which does not specify obligations.

(8) No.

(9) An upgrade to the facility will occur as required when existing capacity has been expended and in accordance with growth plans in the catchment.

(10) I'd be happy to meet with local residents.

(11) Planned maintenance at Bomba WRRF includes major periodic maintenance on critical assets and renewals. This maintenance ensures that the plant is maintained and operated in an efficient manner that includes minimising odour. This maintenance will be in addition to the work conducted under the Environmental Protection Licence Pollution Reduction Program: Odour mitigation works at Bomba STP.

(12) In compliance with the Environmental Protection Licence Pollution Reduction Program: Odour mitigation works at Bomba STP, Sydney Water must provide a report to the NSW Environment Protection Authority that will determine the effectiveness of each implemented odour mitigation measure and the totality of measures in minimising or preventing odour emissions and offsite odour impacts from Bomba WRRF by no later than 1 May 2025.

(13) Yes, Sydney Water's Illawarra Regional Master Plan is expected to be made public towards the end of 2023/beginning of 2024.
