4593 - WESTCONNEX PROJECT ON GARDENERS ROAD

  1. Can the Minister advise of what noise mitigation works will be conducted on properties affected by the WestConnex project on Gardeners Road?
    1. What will be considered acceptable levels of internal noise in dwellings arising from construction works, and ordinary use of the road, subsequent to the noise mitigation works being completed?
    2. What guidelines does the Department rely upon to identify acceptable levels of internal noise?
  2. Will the mitigation works commence before the construction of the St Peter's interchange, or before commencement of work to widen Gardeners Road?
Answer -

(1) All major project consents are available on: http:⁄⁄majorprojects.planning.nsw.gov.au⁄.

Construction noise mitigation measures are set out in the approved Construction Noise and Vibration Management Plan. The Plan is consistent with the Environment Protection Authority's lnterim Construction Noise Guideline and include site designs that increase the distance of work from homes, use of noise shields, equipment enclosures and noise barriers, less noisy plant and respite periods during necessary high noise activities.

Operational measures will be detailed in the Operational Noise Management Plan, which is required to be approved by the Department. These measures must include the provision of feasible and reasonable at-property architectural treatment to all affected sensitive receivers in multi-level dwellings where project noise criteria are exceeded, unless otherwise agreed to by the owner of the noise-affected residence. Noise criteria are based on the NSW Road Noise Policy and the NSW Industrial Noise Policy.

(2) Mitigation measures will be installed before commencement of work, though in some cases prior work will be required to allow safe installation to take place.

Condition D19 also requires, where feasible and reasonable, operational noise mitigation measures to be installed before the commencement of the relevant construction works. In other cases, the Proponent must submit a report for approval providing justification of this along with details of the temporary measures that would be implemented to reduce construction noise impacts until such time that the operational noise mitigation measures are implemented.
