  1. Does the requirement of the NSW Procurement Board 'Construction Procurement Direction C2013- 01: Financial Assessments' regarding obligations on agencies to undertake financial assessments prior to and throughout the life of a government procured construction project apply to the Sydney Motorway Corporation and the WestConnex project?
  2. Considering that the Department of Finance, Services and Innovation's 'Central Repository: Financial Assessment Services Reports 13⁄01⁄2016' do not contain financial assessments of many of the companies that have been awarded millions of dollars in contracts for WestConnex such as major companies Leighton Holdings and Samsung C & T, can the Minister outline what assessments have been done on companies that are contracted for WestConnex work?

  1. Direction C2013-01: Financial Assessments expressly permitted agencies which were carrying out their own assessments to continue to do so
  2. Four major construction procurements were undertaken for WestConnex during 2014 and 2015. The procurements were managed by the former WestConnex Delivery Authority (WDA). WDA operated under the RMS accreditation for construction procurement. This required the application of well-established procurement processes, including a mandatory financial assessment prior to the award of a construction contract. As part of the tender evaluation for each of the four construction contracts awarded for WestConnex, detailed financial assessment reports were obtained through a third party provider, Corporate Scorecard.
