DISPOSAL AND REUSE OF GOVERNMENT LAPTOPS

(1) As part of Government waste reduction policies and strategies (including the Government Resource Efficiency Policy, NSW Waste and Sustainable Materials Strategy 2041 and the Circular Economy Policy Statement 2019), is there:

(a) Any centralised policy on how long Government agency laptop computers should be used before being replaced?

(i) If so, what does this policy specify?

(b) Any centralised oversight of the quantity of e-waste, including laptop computers, created by Government agencies?

(i) If so, is it known how many laptops are disposed of by Government agencies each year?

(1) If so, how many?

(c) Any centralised programs to ensure IT assets, including laptop computers, are reused and recycled across Government agencies?

(i) If so, what does this involve?

(2) Who decides what happens to Government agency laptop computers when they are discarded?

(3) What typically happens to Government agency laptop computers when they are discarded?

(a) Do we know how many laptops end up in landfill?

(4) Are there any existing avenues for laptop computers no longer used by Government agencies to be donated to a charity that distributes laptops for reuse by priority groups in need?

(a) If so, what does this involve?

(5) How would a charity that collects used laptops being discarded by large organisations approach the Government, from a whole-of-government perspective or an individual agency (starting with the Department of Climate Change, Energy, the Environment and Water), to propose collecting used laptops for reuse, to prevent them from being recycled prematurely, or worse, sent to landfill?

Answer -
DISPOSAL AND REUSE OF GOVERNMENT LAPTOPS

(1) There are no requirements relating to the use, reuse, disposal or recycling of government agency laptops in current NSW Government policies and strategies relating to waste reduction.

(a) The Department of Customer Service manages the whole of government contract for ICT End User Devices and Services Contract (C9826) and this contract provides that suppliers must ensure that disposal of equipment occurs in an environmentally appropriate manner. Questions relating to C9826 fall under the portfolio responsibility of the Minister for Customer Service and Digital Government.

(b) The Digital Information Office (DIO), based centrally in the Department of Planning, Housing and Infrastructure (DPHI) provides ICT services to Department of Climate Change, Energy, the Environment and Water (DCCEEW), DPHI and the Department of Primary Industries and Regional Development (DPIRD).

(c) DIO purchases laptops for DCCEEW under the C9826 All of Government Contract which includes a manufacturers' 4-year warranty which represents the minimum expected lifespan of a device.

(2) DIO manages the decommissioning and disposal of laptop assets on DCCEEW's behalf through the terms of the C9826 contract. Laptops are disposed via certified suppliers under the Sustainable Electronics Reuse and Recycling (R2) Standard v3 (R2v3) and any proceeds of sale (less decommission and disposal costs) are offset against the costs of the C9826 service contracts.

(3) DCCEEW devices are disposed via R2v3 certified suppliers, who assess laptops for potential resale in the second-hand market, harvest them for parts or recycle them. DIO's R2v3 certified suppliers do not dispose equipment to landfill.

(4) End-of-life practices vary between government agencies. For DCCEEW, laptops are disposed via R2v3 certified suppliers who assess them for potential resale in the second-hand market.

(5) Charities can contact the R2v3 certified suppliers on the contract and negotiate if it is possible to receive the laptops. The C9826 contract list of approved suppliers can be found at https://www.info.buy.nsw.gov.au/contracts/ict-end-user-devices-and-services.
