- That a joint select committee be established to inquire into and report on
the WestConnex motorway project, and in particular:
- the evidence underpinning the need for WestConnex, including consideration
of alternative options, traffic forecasts and its relationship and integration
with other existing road systems and public transport systems;
- the cost-benefit analysis and latest business case for WestConnex;
- the social, health, economic and environmental impacts of the construction
and subsequent operation of the motorway on the community;
- the proposed financing strategy for the project, including the viability of
completing all stages as well as the proposal to re-toll the M4;
- the fairness and appropriateness of the property acquisition program,
including compensation rates and the necessity of property acquisitions;
- the relationship between WestConnex, the Sydney Motorway Corporation and
Urban Growth development plans as well as Transport NSW plans for public
transport and Metro plans;
- the adequacy of the environmental impact assessment processes, reports, and
associated community consultation; and
- any other related matter.
- That, notwithstanding anything to the contrary in the standing orders, the
committee consist of twelve members comprising:
- Six members of the Legislative Assembly of whom
- two Government members, nominated in writing to the Clerk of the
Legislative Assembly by the Government Whip
- two Opposition members, nominated in writing to the Clerk of the Assembly
by the Opposition Whip
- one Greens member, nominated by the Greens in writing to the Clerk of the
Legislative Assembly
- one Crossbench member nominated by them in writing to the Clerk of the
Legislative Assembly;
- and six members of the Legislative Council, of whom
- two Government members
- two Opposition members
- one Greens member
- one Crossbench member.
- That the Chair of the Committee be Jenny Leong, Member for Newtown, and the
Deputy Chair of the Committee be elected at the first meeting.
- That, notwithstanding anything to the contrary in the standing orders, at
any meeting of the committee, any six members of the committee constitute a
quorum, provided that at least one member of each House is present at all
times.
- That the committee report by 15 September 2016.
