the Speaker (in a statement limited to 10 minutes) that:
- The matter is one suddenly arising, relates to a matter then before the
House and should be dealt with at the earliest opportunity.
- There is a prima facie case, and
- The Member has prepared a notice of motion and the matter should proceed
forthwith or have precedence for the next sitting day.
