Keep Industrial Renewable Energy Projects Out of Productive Farming Communities

To the Speaker and Members of the Legislative Assembly, The petitioners draw to the attention of the House that large-scale, industrial renewable energy projects (wind, solar, transmission and associated infrastructure) are increasingly being proposed in established, highly productive farming and grazing communities, despite the NSW Government creating Renewable Energy Zones (REZs) specifically to host such projects. When these projects are placed outside designated REZs they fragment farmland, disrupt existing rural industries, increase heavy-vehicle movements on local roads not built for them, create land-use conflict, and undermine the social licence of renewable energy in regional NSW. The petitioners therefore request the House to: Require that utility-scale renewable energy projects be located in the designated REZs identified by the NSW Government, not in established farming districts; Direct planning authorities to give primacy to existing and future agricultural production, biosecurity, and rural amenity when assessing renewable energy proposals outside REZs; Require genuine, early community consultation and council concurrence for any proposal outside a REZ; and Publish transparent mapping of REZ boundaries, buffer areas and exclusion areas so communities and councils can plan with certainty. The undersigned petitioners ask the House to act to protect working rural landscapes and to keep industrial renewable energy projects within the zones created for them.
