Fair Funding for Councils Hosting State Forests and state-owned land.

To the Speaker and Members of the Legislative Assembly, This petition of residents of New South Wales brings to the attention of the House that many rural and regional councils, including Oberon LGA, must maintain local roads and infrastructure that are heavily used because of activities on unrateable public land, including State forests (Pine Plantations), national parks and other land managed by NSW Government agencies. These lands are currently exempt from local government rates, yet generate significant traffic, including heavy timber haulage, which causes accelerated wear and requires higher maintenance and renewal costs for councils and their ratepayers. The current system of vehicle registration and competitive grants (which rural councils miss out on) does not provide councils with a predictable, direct or equitable source of funding to meet these costs. The undersigned petitioners therefore request the Legislative Assembly to call on the NSW Government to: Reassess all current rating exemptions applying to NSW Government–owned land where that land generates ongoing impacts on local roads and services; and Establish a capital-improved-value-based rate, or an equivalent annual compensatory payment, to be paid to the relevant local council for all such unrateable public land — including national parks, State forests and agency-held land — and to require that this payment be used only for the maintenance, renewal and safety of local roads and related infrastructure affected by those activities.
