Prohibit the Public Display of Dead Dingoes and Wild Dogs

To the Speaker and Members of the Legislative Assembly, The undersigned petitioners are concerned residents who would like your help in addressing a deeply offensive practice that persists across regional NSW: the public display of dead dingos and wild dog carcasses on trees and fences. This gruesome spectacle is a significant issue for our communities. It is distressing for residents, children, and tourists, and profoundly disrespectful to First Nations people for whom the dingo holds significant cultural value. Currently, this act is possible due to a specific loophole. The Biodiversity Conservation Act 2016 explicitly excludes dingos and wild dogs from the definition of a "protected animal," meaning their carcass can be displayed in a manner that would be illegal for any other native animal, such as a koala. While landholders must control pests under the Biosecurity Act 2015, the subsequent public display of the carcasses serves no legitimate purpose and arguably breaches public decency standards under the Summary Offences Act 1988. To close this loophole, we ask the Legislative Assembly to urge the Government to support a simple, targeted amendment to the Biodiversity Conservation Act 2016. The proposed new section would make it an offence to display a dingo or wild dog carcass in a place visible to the public. This common-sense change does not interfere with lawful pest control. It simply brings legislation into line with community expectations of decency and respect for our native fauna.
