Guarantee self-managed funding for grassroots cat desexing

To the Speaker and Members of the Legislative Assembly, This petition of concerned residents and citizens of New South Wales draws the attention of the Legislative Assembly to the immediate crisis in cat population management, as evidenced by the NSW Legislative Council Animal Welfare Committee’s Report No. 2, 'Management of Cat Populations in New South Wales,' (August 2025). Local councils, such as Sutherland Shire, are operating pounds at capacity and refusing to accept stray, vulnerable animals, including malnourished kittens. Instead of collaborating, councils are punishing community efforts by imposing prohibitive surrender fees (over $500) and using legal tactics to intimidate compassionate citizens who care for these cats. This approach is inhumane, counter-productive, and undermines the Legislative Council's recommendations. The crisis is worsened by State Government grant criteria that exclude the small volunteer groups critical to rescue efforts. We, the undersigned petitioners, therefore request that the Legislative Assembly take immediate and decisive action to: • Mandate Implementation of Report No. 2: Urgently enforce key humane recommendations, including expanding desexing and rehoming programs. • Reform Funding Access: Create an accessible funding model, specifically investigating an NDIS-style self-managed grant system, to empower frontline volunteers to carry out essential desexing, care, and rehoming work. • End Punitive Local Tactics: Direct local councils to cease the use of prohibitive fees and inappropriate ordinances that penalise community members assisting in cat welfare. We urge the Legislative Assembly to act now to save vulnerable animals and support the volunteers who are trying to make our community more humane.
