Call for public enquiry into Lane Cove Council need for Special Variation in rates.

To the Speaker and Members of the Legislative Assembly, Lane Cove Councillors just informed residents that council is considering a Special Rate Variation. The draft operational plans for 2025/26 show that the health of roads and parks is at an alarming 50% and cannot be improved due to a liquidity crisis. Yet, the council is fully funding an $81M Sports centre for the entire Lower North Shore. All financial controls, including councillors, Office of Local Government (OLG) Capital Expense reviews, Audit Office audits, T-Corp loan assessments for a $10M loan, failed to identify an obvious liquidity issue. Council did not issue an Asset Management Plan, a key part of the annual operational plan, from 2019-22 leading up approval of proposal, and altered the Long-Term Financial Plan (LTFP), concealing the true impact of proceeding. Before final approval, councillors were warned of serious LTFP issues, but it was approved by mayor’s casting vote. The public also alerted government oversight organisations; the Audit Office, the OLG, the Ombudsman and ICAC; who failed to act. We question if council is fit to manage public funds and assets, and the effectiveness of the financial risk management controls within council, T-Corp and NSW oversight organisations. We ask the Legislative Assembly to call on the Government to: • Establish a public enquiry into these failures • Provide funding assistance for the Sports Centre, which is for the entire Lower North Shore
