Review the NSW DPIE Tallawarra B approval decision

To the Speaker and Members of the Legislative Assembly, -NSW DPIE approved the Tallawarra B power station in the Wollongong LGA, within the circuit of Shellharbour Airport on 17/9/2021, -Third party peer reviewed plume modelling of the approved plume shows that the maximum plume velocity exceeds 8 m/s up to 2300 feet, and ranges between 10 m/s and 12 m/s at circuit height. This exceeds the 4.3 m/s prescribed by Part 12 of the Airports Act 1996 Division 3, regulation 182 and Airports (Protection of Airspace) Regulations 1996, Part 2, regulation 6A. The Act and associated regulation declare this velocity as that which will generate air turbulence capable of affecting the normal flight of aircraft operating in the prescribed airspace at Shellharbour Airport, -CASA replaced 4.3 m/s at the point of emission with <6.1 m/s at 700 feet AMSL. CASA has not provided a public safety case or evidence of legislative approval for this change, -The approved plume has not been verified by Airservices Australia to not penetrate the airport PANS-OPS surfaces, which is required to ensure safe air transport services, -The approved environmental assessment was conducted on a different plume dispersion device to the approved device, -The third-party peer review was selective rather than comprehensive, and -The Aviation Impact Assessment was not third-party peer reviewed. We request your immediate review of this approval decision. It requires a CASA commissioned, transparent third-party Aviation Impact Assessment (conducted bilaterally with an Environmental Assessment).
