Stop the 13-Storey Boyd Street Tower – Misrepresented as “Affordable Housing”

To the Speaker and Members of the Legislative Assembly,
We, the residents of Tweed Heads and surrounding areas, strongly oppose the proposal for a 13-storey tower at 25–27 Boyd Street, Tweed Heads (SSD-72700708).
During the consultation, the project was presented as “affordable housing” for seniors, essential workers, and low-income households. After submissions closed, the proponent confirmed it will, in fact, be 100% social housing.
This is a fundamental change. Residents were asked to comment on one type of development, but are now faced with something else entirely. This is misleading and unfair.
The proposed tower would reach 43.65m — far above the 34m height limit in the Tweed City Centre LEP. The developer is claiming Housing SEPP bonuses, despite the project being solely social housing.
There is already a Home's NSW complex at 33 Boyd Street, less than 50m away, where antisocial behaviour, vandalism, and safety issues have been ongoing. Adding another 81 units nearby, alongside Fred’s Place and a boarding house, risks serious overconcentration. The tower would overshadow neighbours, reduce privacy and amenity, and set a dangerous precedent for overdevelopment in Tweed Heads.
We support well-designed, affordable housing that integrates with the community. However, this proposal — as 100% social housing at an excessive height and scale — does not achieve that.
We therefore ask the Legislative Assembly to call on the Government to:
• Reassess the proposal
• Clarify whether Housing SEPP bonuses apply
• Reduce the height to align with local planning rules
• Require a mixed tenure model with proper management
