This Background Paper aims to provide a better understanding of women's refuges. A brief historical overview is given of women's refuges and of domestic violence as a factor that creates need for these services. Features of women's refuges are then described, before examining statistics on demand and the reasons women have for accessing refuges. Finally, current policy and resourcing issues are covered, including: public housing, needs based planning, safety and law enforcement, funding, alternatives to refuges, and the special needs of rural women. 

A variety of sources have been used, and available statistical evidence was relied upon as far as possible. Anecdotal evidence from workers in women refuges will be used to fill gaps not covered by statistical evidence.
