The purpose of this paper is to clarify the legal position concerning heritage in New South Wales and to point out the practical limitations and consequences of various heritage laws and controls. 

It is divided into 3 main parts: 

 A. Concept of Heritage;

 B. Heritage Law;

 C. Issues in Heritage Management.

The Parliament of New South Wales acknowledges and respects the traditional lands of all Aboriginal people, and pays respects to all Elders past and present. We acknowledge the Gadigal people as the traditional custodians of the land on which the Parliament of New South Wales stands.
