Independent candidate Frank Sartor had served on Sydney City Council and had been expected to run for Lord Mayor until the council was sacked and replaced by administrators in late 1987. In 1991, Sartor was elected Independent Lord Mayor of the reconstituted Sydney City Council, serving in the position until 2003. He then joined the Labor Party and was elected as MP for Rockdale at the 2003 election.
