474 - Regional Transport and Roads - COFFS HARBOUR BYPASS

COFFS HARBOUR BYPASS

(1) Will the Government and TFNSW fund the Pacific Bay sound wall as part of the Coffs Harbour Bypass?

(2) As of 14 June 2023 has the Minister met with Pacific Bay Resort and Coffs Harbour City Council regarding the sound wall as part of the Coffs Harbour bypass project?

(3) Will the funding for the sound wall as part of the Coffs Harbour bypass be included in the September Budget?

(4) Will TFNSW have to absorb the cost of the sound wall for the Coffs Harbour bypass project?

Answer -

I am advised

(1) The former Liberal-National government did not include this as a part of the project Coffs Harbour Bypass project. Transport for NSW has addressed Pacific Bay Resort's preliminary concerns with alternate planning pathways to include a noise wall as part of Pacific Bay Resort's future developments. This includes working with Regions NSW on a business case to support a noise wall application.

The Coffs Harbour Bypass project has included space proofing for a future noise wall to be constructed if this is determined to be built at a later date. Furthermore, Transport for NSW has minimised the property acquisition footprint at the request of the Pacific Bay Resort landowner.

Noise modelling for the Coffs Harbour Bypass under the 2019 Environmental Impact Statement determined that noise mitigation is not required in the vicinity of Pacific Bay Resort as the existing Pacific Highway will have lower volumes of traffic noise once the bypass is completed. There is no evidence at this time to suggest a noise wall is required at this location however, further modelling will take place following the finalisation of the Coffs Harbour Bypass detailed design.

(3) The Budget is yet to be finalised.

(4) Transport for NSW has not undertaken planning or design work for a noise wall near Pacific Bay Resort, as the former Liberal-National government did not see fit to include this in the initial scope of the project.
