The Clerk of the Parliaments is the administrative head of the Department of the Legislative Council. The Clerk provides expert advice on parliamentary law, practice and procedure to the President, Deputy President, ministers and members of the Council and its committees.

The Deputy Clerk manages the Office of the Clerk and assists the Clerk in advising members on parliamentary procedure and in managing the direction and performance of the Department of the Legislative Council, within budgetary constraints.

The Clerk Assistant - Procedure provides strategic direction and procedural advice to the Procedure Office across its table, procedural research and training functions. The Clerk Assistant - Procedure supports the President and members by providing authoritative procedural advice.

The Clerk Assistant - Committees provides strategic direction to the Committee Office to ensure all Legislative Council Committees are supported to contribute to the development of public policy and effective scrutiny of the executive through the conduct of inquiries.

The Clerk Assistant – Office of the Black Rod provides direction to the Corporate Office across its protocol and corporate functions. The Black Rod has ceremonial and security responsibilities, co-ordinates visits by the Go​​vernor and dignitaries.
