Facts and Figures - Parliamentary Secretaries
The office of Parliamentary Secretary was created by the
Constitution and other Acts (Amendment) Act
67 of 1975. This Act inserted a new part 4A into the
Constitution Act
and section 38B (1) stated:
"The Premier may, from time to time, appoint a Member or Members of the Legislative Assembly to hold office as Parliamentary Secretary."
The 1975 Act also amended the
Parliamentary Allowances and Salaries Act
to authorise payment for a salary and expense allowance for the Parliamentary Secretary.
Although the office of Parliamentary Secretary was being filled from early 1975, the legislation to formally establish the position and authorise a salary and expense allowance did not pass through Parliament until September - October 1975. The list of Parliamentary Secretaries is as follows:-

When the new ministry was sworn in on the 19 October 1978, following the 7 October 1978 election, the office of Parliamentary Secretary was not filled and remained in abeyance for the remainder of the life of the ALP Government.
Liberal-National Party Government 1988 - 1995
After the 1988 election the Parliament passed the Constitution (Parliamentary Secretaries) Amendment Act 2 of 1988. This Act amended the existing part 4A to allow Members of both houses to serve as Parliamentary Secretaries.
