Educated at Civil Service Training College in Belfast; worked with prisons department; came to Australia in 1913; attendant at Parramatta Mental Hospital from 1913 until 1916; worked for Clyde Engineering Company; labourer at Darling Harbour railway yards from 1918 until 1920, then watchman until resignation to enter Parliament; lime and cement merchant until 1929, later became a contractor at Parramatta and a health inspector. Protestant Federation. Orangeman.

Son of Thomas Morrow, farmer, and Elizabeth Hill. Married Helen Mary Harvey on 21 May 1914 and had issue, 4 sons. Church of England. Funeral at Rookwood crematorium from St John's Church of England, Parramatta.
