Carpenter. Carpenter with Maritime Services Board. President of Bridge, Wharf and Engineering Construction Carpenters' Union for eight years; later was a patrolman; member of Waverley-Bondi Junction branch of the Returned Services League of Australia. Recreational interests include being active in local sporting organisations.

Served in the 2nd Australian Imperial Forces (2nd AIF) in the Middle East and Pacific, 1940 - 1945.

Alderman at Waverley from 1957 until 1962, Mayor from 1957 until 1958.
Personal
Son of Peter Oulandd, labourer and Ethel Christian Phillips. Married Kathleen Hough on 1 February 1946 and had issue, 1 son. Methodist cremation.
