Councillor of Eurobodalla Shire from 1910 until 1913, 1917 until 1928; president of New South Wales Shires Association for two years.
Personal
Son of Richard Mossop Bate, farmer, and Henrietta Higman. Married (1) Lily Percival on 2 May 1905 and had issue, 2 sons. Married (2) Elsie May Mead on 23 March 1918. Church of England. Central Tilba Cemetery from Tilba Tilba. His son, Henry Jefferson Percival Bate, was also a Member of the Legislative Assembly.
