Educated at Dr Fullertons School, Normal Institution and University of Sydney. Left the University of Sydney. Left University without degree. Managed real estate inherited from father.

Alderman of the Sydney City Council for Denison Ward, 1 December 1873 - 30 November 1883; for Phillip Ward 1885 - 6 December 1900; and for Denison Ward, 1 December 1902 - 7 November 1911. Member of the Electric Lighting Committee 1897 - 1898 and 1903 - 1908; the Disposal of Refuse Committee 1897 - 1898; the Works Committee 1899, 1902, 1905 and 1908 - 1911; the Garbage Disposal Committee 1901; the Finance Committee 1903 and 1905 - 1909; the Parliamentary and By-Laws Committee 1903; the Health and By-Laws Committee 1905 - 1910; and the Street Signs Special Committee 1906.
