The Hon. DUNCAN GAY: My question is directed to the Minister Assisting the Minister for Finance. Does the Minister recall saying on radio 2UE this morning that he is happy to have an inquiry into New South Wales Government grants to trade unions? Will the Minister now support the request from the Liberals and The Nationals that the office of the Auditor-General receive additional funding to immediately conduct a performance audit of all State Government grants and funds paid to New South Wales unions?

The Hon. JOHN DELLA BOSCA: That is a bizarre distortion of my remarks this morning on 2UE. I do not care how much organisations donate to political parties. I do not care whether they are donated to the Liberal Party, the Australian Labor Party or any other party. WorkCover is the major funding source, and the auditing process is extremely thorough. The Opposition is obsessed that the Transport Workers Union of Australia has donated funds.

The PRESIDENT: Order! I call the Hon. Catherine Cusack to order.

The Hon. JOHN DELLA BOSCA: An analysis of the WorkCover grants scheme shows that affiliates of the Australian Chamber of Commerce and Industry have received $2.3 million—

The Hon. Duncan Gay: Point of order—

The PRESIDENT: Order! Before the Hon. Duncan Gay proceeds, I issue the following caution to all members: If members continue to make debating points under the guise of a point of order I will have no hesitation in calling them to order. If the member continues to offend in that regard, he or she will be asked to leave the Chamber until the conclusion of question time. Points of order must not contain debating points.

The Hon. Duncan Gay: My point of order is one of relevance. My question was discrete and asked whether the Minister will support resources going to the Auditor-General for a proper performance audit. It had nothing to do with anything else. I ask you to draw the Minister back to the question.

The PRESIDENT: Order! I ask the Leader of the Government to continue to be generally relevant.

The Hon. JOHN DELLA BOSCA: It has nothing to do with the Auditor-General—these reports are audited completely. An analysis of the WorkCover grants shows that affiliates of the Australian Chamber of Commerce and Industry have received $2.3 million in just the past three years. They also spent $10 million on a pro WorkChoices campaign supporting the Coalition in the last election but I do not care.

The Hon. Michael Gallacher: Well, audit it. If you don't like it, audit it!

The Hon. JOHN DELLA BOSCA: But I do not care.

The Hon. Michael Gallacher: Well, we care—

The Hon. JOHN DELLA BOSCA: I do audit it, because I know, you bonehead, that they could not have used these funds as political contributions. You don't even understand the way public accounting works, you nong! WorkCover has advised that unspent money on these projects must be handed back. In the past few years, for example, the Construction, Forestry, Mining and Energy Union has handed back $5,000; the Aged Care Services Association returned approximately $28,000; the Rail, Tram and Bus Union returned $23,000, and the New South Wales Road Transport Association—another employer's group that supports the Coalition—handed back its entire grant and went into liquidation.
