SPECIAL EDUCATION FUNDING
The Hon. JAN BURNSWOODS: I refer the Minister for Education and Youth Affairs, and Minister for Employment and Training to her earlier answer concerning special education enhancements. Why is there no entry in the Budget Papers over the past four years referring to capital allocations within the special education enhancement programs? Why are there no associated capital statements together with recurrent expenditure statements for the program, as is normal budget practice? Where does the claimed enhanced capital expenditure appear within those years' Budget Papers?
The Hon. VIRGINIA CHADWICK: I of course would be polite enough to thank the honourable member for her question, but really the situation is becoming quite pathetically desperate. First, she said we did not spend $80 million. We showed that the amount was $93.5 million. Then she asked whether it was a four or five year program. She may choose calendar years and look back to announcements, which I have given dates for, in 1989 to explain that. She shows an abysmal lack of understanding of how to read the Budget Papers. Generally the capital expenditure is separated in the Budget Papers - and has been as long as I have been a member of the Parliament.
