Photo Card Bill 2004 New South Wales Explanatory note This explanatory note relates to this Bill as introduced into Parliament. Overview of Bill The object of this Bill is to provide for the issue by the Roads and Traffic Authority (the Authority) of a Photo Card to residents of New South Wales who are over 16 and do not hold a driver licence.
