Submissions
Submissions are invited on either or both of the following matters: (a) suggestions on the subject matter that guidelines for the operation of the 2-year trial of the biodiversity banking scheme ought to cover, and any specific suggestions on the content of such guidelines; (b) options for applying the scheme to the clearing of “native vegetation” (within the meaning of the Native Vegetation Act 2003). As the session of Parliament has been prorogued the secretariat will hold submissions on behalf of the committee until it is re-appointed when the Parliament resumes in May after the forthcoming general election

Inquiry Terms of Reference
This inquiry arises out of the requirement under the Parliamentary resolution establishing the Committee, that it prepare a report setting out suggested guidelines for the operation of the scheme during the trial period and examining options for applying the scheme to the clearing of native vegetation.
Under Section 127A(3) and (4) of the Threatened Species Conservation Amendment (Biodiversity Banking) Act 2006:
(3) The biobanking scheme is not to be implemented until:
- (a) a joint committee of the Legislative Assembly and the Legislative Council has been appointed with functions that include preparing a report that sets out suggested guidelines for the operation of the scheme during a trial period and examines options for applying the scheme to the clearing of native vegetation (within the meaning of the Native Vegetation Act 2003), and
(b) the report has been provided to both Houses of Parliament, and
(c) the Minister has caused to be tabled in each House of Parliament a report by the Minister setting out what the Government has done or proposes to do in response to the report of the joint committee.
