GENERAL BUSINESS___ORDERS OF THE DAY

1 Constitutional Monarchy: resumption of the adjourned debate (19 March 1992) of the question on the motion of Mr Samios:

    That this House affirms its support for the Constitutional Monarchy as essential to our Westminster Parliamentary System and the stability and cohesion of our multicultural society___Mrs Forsythe speaking.

2 Select Committee on Waste Management: resumption of the adjourned debate (5 March 1992) of the question on the motion of Ms Burnswoods:

    (1) That a Select Committee be appointed to consider and report upon the management of waste in New South Wales and in particular the following matters:
      (a) future statewide strategies for waste management in New South Wales concentrating on options for waste minimisation and recycling;
      (b) proposals to transfer waste management to local government, the level of expertise of local government to manage waste effectively and the financing of such management;
      (c) plans by the proposed Waste Recycling and Processing Service (the current Waste Management Authority of New South Wales) in relation to:
        (i) expansion of the Lucas Heights tip in the Sutherland Shire;
        (ii) covering of the Castlereagh toxic waste dump at Londonderry with landfill; and
        (iii) proposals to transfer landfill waste to coal mines in the Hunter region.

    (2) That such Committee consist of the following Members: Mrs Evans, Miss Gardiner, Ms Kirkby, Mr Moppett, Mr Mutch, Mrs Nile and the mover.

    (3) That the Committee have leave to sit during the sittings or any adjournment of the House; to adjourn from place to place; to make visits of inspection within New South Wales and other States and Territories of Australia; and have power to take evidence and to send for persons, papers, records and things; and to report from time to time.

    (4) That should the House stand adjourned and the Committee agree to any report before the House resumes sitting:
      (a) the Committee have leave to send any such report, minutes of proceedings and evidence taken before it to the Clerk of the House;
      (b) the documents shall be printed and published and the Clerk shall forthwith take such action as is necessary to give effect to the order of the House; and

    (2) calls upon the Keating Labor Government to go to an early election in order to allow the people of New South Wales and Australia to choose between the policies of the Coalition and Labor and to give the Liberal and National Parties the opportunity to quickly implement the fightback package for the sake of all Australians.

      (a) the levying of monies on, and obligations of, retail tenants, for the granting, maintenance and renewal of retail leases;
      (b) the rights and obligations of tenants and landlords under existing retail lease arrangements;
      (c) the calculation of rent;
      (d) construction, enforcement and renewal of retail leases;
      (e) variations between existing retail leases;
      (f) legal protection of retail tenants;
      (g) the formation of a standard retail lease setting out the minimum enforceable rights and obligations of tenants and landlords; and
      (h) the establishment of a mandatory code of conduct for both tenants and landlords to be attached to standard retail leases.

    (2) That notwithstanding anything contained in the Standing Orders:
      (a) such Committee consist of the following Members: Mr Coleman, Ms Kirkby, Mr Mutch, Mr Ryan, Mr Samios, Mrs Symonds and the mover; and

    (1) That a Joint Select Committee be appointed to inquire into and report upon prostitution and in particular the following matters:
      (a) the operation of the Disorderly Houses Act 1943 in regard to brothels;
      (b) the social, moral and economic impact of the proposed Disorderly Houses (Amendment) Bill;
      (c) street prostitution, particularly activities regarding prostitution along Canterbury Road and other districts in New South Wales;
      (d) organised crime in prostitution;
      (e) children involved in prostitution;
      (f) overseas women (such as illegal Asian immigrants) involved in prostitution;
      (g) the link between drug addiction and prostitution;
      (h) the phased elimination of the prostitution industry through the closure of all brothels and the elimination of all street prostitution in accordance with a timetable and not later than 1 January 1995; and

      (i) the rehabilitation, retraining and relocation of prostitutes to acceptable forms of legitimate employment.

    (2) That the Committee consist of seven Members of the Legislative Council and seven Members of the Legislative Assembly.

    (3) That notwithstanding anything contained in the Standing Orders:
      (a) such Committee consist of the following Members: Mr Coleman, Mr Egan, Dr Goldsmith, Mrs Isaksen, Mr Johnson, Ms Kirkby and the mover; and
      (b) Dr Goldsmith be Chairman of the Committee.
