BUSINESS OF THE HOUSE - NOTICES OF MOTIONS
1 Mr Jobling to move -
That, during the present Session and notwithstanding anything contained in the Standing Orders, a Notice of Motion to disallow:
(a) a Statutory Rule under section 41 of the Interpretation Act 1987; or
(b) any other Statutory Instrument or document made under the authority of any Act and which is subject to disallowance by either or both Houses of the Parliament,
is to be placed on the Notice Paper as Business of the House and will take precedence of Government and General Business for the day on which the Notice is set down for consideration.

GENERAL BUSINESS - NOTICES OF MOTIONS
1 Mr Hannaford to move -
1. That a Select Committee be appointed to inquire into and report on:
(a) the decision making processes followed by the Government in its consideration of the Report of the Commission of Inquiry into the Lake Cowal gold mine and associated facilities at Cowal West, West Wyalong, proposed by North Gold (WA) Limited;
(b) the adequacy or otherwise of any technical or other advice or information that became available to the Government following the Commission of Inquiry.
2. That notwithstanding anything to the contrary in the Standing Orders:
(a) the Committee is to consist of the following Members: Mr Macdonald, Mr Moppett, Revd Mr Nile, Ms Saffin and the mover;
(b) Mr Hannaford be Chairman of the Committee.
3. That the Committee have leave to sit during any adjournment of the House; to adjourn from place to place; to make visits of inspection within New South Wales and other States and Territories of Australia; and have power to take evidence and to send for persons, papers, records and things; and to report from time to time.
4. That should the House stand adjourned and the Committee agree to any report before the House resumes sitting:
(a) the Committee have leave to send any such report, minutes of proceedings and evidence taken before it to the Clerk of the Parliaments;
(b) the documents be printed and published and the Clerk forthwith take such action as is necessary to give effect to the order of the House; and
(c) the documents be laid on the Table of the House at its next sitting.
5. That on receipt of a request from the Committee for funding, the Government immediately provide the Legislative Council with such additional funds that the Committee considers necessary for the conduct of its inquiry.
6. That the Committee report by 31 May 1996.

2 Mr Hannaford to move -
That there be laid on the Table of the House by 23 April 1996 all papers relating to the Government’s consideration of the Report of the Commission of Inquiry into the Lake Cowal gold mine and associated facilities at Cowal West, West Wyalong, proposed by North Gold (WA) Limited, and the determination of the consent to the project.

3 Mr Hannaford to move -
That there be laid on the Table of the House by 23 April 1996 all papers including transcripts of conversations, and in particular a transcript of a conversation between Mr Dyer and Mr Semple, Director General of the Department of Community Services relating to the resignation of Mr Baxter, Director General of the Premier’s Department, concerning the dismissal of Mr Semple and his reattachment as Director General of the Department of Community Services.

That this House condemns the Premier for downgrading the role and position of the Governor and calls on the Premier to restore Government House as the residence of the Governor.

8 Mr Samios to move -
That this House deplores Premier Carr’s statement in the Sun Herald (dated 21 May 1995) that Sydney “is losing its character as a major city and its population growth must stop” as it:
(a) has the capacity to socially divide the nation and threaten social cohesion;
(b) has the potential to cause offence and anger among members of the ethnic communities and peak ethnic organisations;
(c) has discounted the enormous contribution that four million migrants have made to the social and cultural development of this nation; and
(d) has indicated the Government’s inability to provide proper planning and development strategies and controls to manage the urban sprawl of the Sydney basin.

9 Mrs Arena to move -
That this House:
(a) views with great concern the increased votes at the last Federal election of candidates who made racist comments;
(b) deplores such racist comments and urges all members of the Australian community to unite to fight all types of racism wherever and whenever they find it; and
(c) believes that the very fabric of a multicultural society is a fragile one which needs to be supported and nurtured and that it is the duty not only of governments but of all individual citizens to ensure harmonious relationships amongst all people.

10 Mrs Sham-Ho to move -
That this House recognise and support the contribution of the Council for Aboriginal Reconciliation in promoting the reconciliation process between indigenous Australians and other Australians and furthering the communities understanding of indigenous issues.

That in view of public concern both in Australia and overseas, the Standing Committee on Social Issues investigate and report on:
1. The evidence available regarding the drug PROZAC to ascertain whether a more detailed inquiry is required.
2. Whether this drug should be further restricted.
3. Possible inappropriate prescribing of this drug.
4. Mechanisms for monitoring the use of this drug and its effects and side-effects on individual patients.

1. Affirms the importance of quality education for all the children of this State irrespective of their religion, nationality or sex.
2. Supports the rights of parents to have freedom of choice of the school for their child.
3. Supports the right of all non-government schools to maintain their distinctive moral values and foundational ethos.
4. Supports the introduction of a voucher system, that would enable freedom of choice of school to be efficiently exercised by all parents.

36 Revd Mr Nile to move -
1. That a Select Committee be appointed to inquire into and report upon prostitution and in particular the following matters:
(a) the operation of the Disorderly Houses Act 1943 in regard to brothels;
(b) street prostitution, particularly activities regarding prostitution along Canterbury Road and other districts in New South Wales;
(c) organised crime in prostitution;
(d) children involved in prostitution;
(e) overseas women (such as illegal Asian immigrants) involved in prostitution;
(f) the link between drug addiction and prostitution;
(g) the phased elimination of the prostitution industry through the closure of all brothels and the elimination of all street prostitution in accordance with a timetable not later than 1 January 2000 in anticipation of the 2000 Olympic Games in Sydney; and
(h) the rehabilitation, retraining and relocation of prostitutes to acceptable forms of legitimate employment.
2. (1) That notwithstanding anything to the contrary in the Standing Orders, the Committee is to consist of seven members, comprising four Government members nominated by the Leader of the Government, and two members nominated by the Leader of the Opposition and Revd Mr Nile.
(2) In the absence of agreement notified to the President, the question of the representation on the Committee is to be determined by the President.
3. That the time and place for the first meeting of the Committee be fixed by the Clerk of the Parliaments.
4. That the Committee have leave to sit during any adjournment of the House; to adjourn from place to place; to make visits of inspection within New South Wales and other States and Territories of Australia; and have power to take evidence and to send for persons, papers, records and things; and to report from time to time.
5. That should the House stand adjourned and the Committee agree to any report before the House resumes sitting:
(a) the Committee have leave to send any such report, minutes of proceedings and evidence taken before it to the Clerk of the Parliaments;
