Business with Precedence

118. (1) The following matters constitute business with precedence and shall be dealt with in the following order in the routine of business, unless otherwise provided for:
      a. Dissent from Speaker's ruling.
      b. No confidence in the Government, Minister or Speaker.
      c. Censure of Member or Speaker
      d. Privilege/contempt.
      e. Expulsion of a Member.
      f. Arrangement of business of the House.
      g. Days and hours of sitting.
      h. Disallowance of statutory rules.
      i. Business accorded precedence by the House.
      j. Votes of thanks or condolence.
      k. Printing of Papers.
(2) Motions of condolence and motions for the printing of papers may be moved without notice at any time.

2005 Precedent(In relation to subsection 9 [The following matters shall take precedence of all other business on the sitting day on which they are set down for consideration in the following order:] (9) Votes of thanks or condolence): 1. The Premier moved, That this House: (1) Extends to all Australians and Australia’s neighbours, who suffered personal losses during the tragic 26 December 2004 Indian Ocean tsunami disaster, its profound sympathy in their bereavement and wishes a speedy recovery to the injured; and (2) Expresses its gratitude to those who have so generously contributed time, effort and money to relieve the suffering of those affected. 2004 Precedent(In relation to subsection 9 [The following matters shall take precedence of all other business on the sitting day on which they are set down for consideration in the following order:] (9) Votes of thanks or condolence): 1. The Leader of the House moved that: (1) this House desires to place on record its sense of loss this State has sustained by the death of Anthony Michael McGrane, OAM, Member for Dubbo; (2) the Speaker convey to members of the family the deep sympathy of members of the Legislative Assembly in the loss sustained; and (3) as a mark of respect this House adjourn until Thursday 21 October 2004 at 10.00 a.m. Following contributions to the condolence motion by a number of members the House adjourned in accordance with the resolution, with members and officers standing as a mark of respect. During the condolence motion for a former member a Minister rose on a point of order that the contribution made by the Deputy Leader of the Opposition had strayed from an acknowledgement of the contribution made by the former member into the launching of an attack. It was argued that such comments exceeded what a condolence motion was about.
