178. A Member shall only be entitled to vote in a division if present in the House after the doors are locked.

2001 Precedent1. Two Members were permitted to enter the Chamber after the doors had been locked due to a malfunction in the lifts. PD 27/3/01, 12611 2. Point of order taken that Minister had entered the Chamber after the Chairman had instructed that the doors be locked for a division. The Chairman ruled that he had been watching the Minister as he entered and that the door had been partly locked. He said he would call off the division and restate the question. PD 5/9/01, 16469 3. During a division, a Whip advised the Speaker that due to a problem with the new pagers, a Member did not receive a pager and could not hear the bells. 2000 Precedent1. The bells having been rung for a division, and the Speaker having ordered the doors locked, the Speaker’s attention was drawn to the fact that some Members had experienced difficulties with the lifts. Accordingly, the Speaker allowed a Member to enter the Chamber and participate in the division. PD 22/06/00, 7524 2. The bells having been rung for a division, and the Chairman's attention having been drawn that there had been a malfunction in the electronic paging system, the division was called off and the question was restated. 1993 Precedent1. Point of order taken that members were having difficulty reaching the Chamber during a division because the lifts were not working efficiently. The Speaker advised that someone would look at the lifts and asked whether the member would like the question put again. The Speaker commented that he was very glad that members were active enough, despite the failure of the lifts, to reach the Chamber on time. PD 29/3/93, 1813 2. The House having divided, member asked that the House recommit the vote as one member was caught in a lift. The Speaker stated that on a number of other occasions when members had missed a vote due to being trapped in the lifts, and there was clear indication that either a malfunction or some real problem occured, motions had been recommitted. On this particular occasion, with only one member absent, he did not believe that there was sufficient prima facie evidence that the member's absence was caused by a malfunction in the lift. The Speaker made a statement concerning lifts, assuring members that a strategy was being investigated to try to make the lifts more sacred to members during divisions. PD 21/5/93, 2685 4. Point of order taken that lifts had been seconded during the visit to the Parliament of the German President without members being advised. The Speaker replied that this had occurred during the dinner adjournment and the House was not sitting. PD 9/9/93, 2940
1991 Precedent1. Point of order taken after bells rung for division that a member arrived in Chamber after Chair had ordered doors to be locked. Allegation that the Bar of the House had been lifted to let the member in. Temporary Chairman stated that as there was doubt he ordered the bells to be rung again. After the division member asked to apologise and did so (without acknowledging the charge previously made). PD 13/11/91, 4459-60
