S.O.204 Bills - pro forma consideration in detail

204. The procedure for dealing with a pro forma consideration in detail is as follows:
      1. After agreement in principle the member in charge of the bill shall move “That the House consider the bill in detail pro forma”. This question shall be put without amendment or debate.
      2. The proposed amendments, which have been previously printed, shall be put in one question, without amendment or debate, “That the amendments as printed be inserted in the bill”.
      3. If the motion is agreed to the bill shall be reprinted in its amended form, set down for reconsideration and, on reconsideration, be dealt with as if considered for the first time.
      4. If the question for the pro forma consideration, or for the inclusion of the amendments is negatived, the bill shall be proceeded with in consideration in detail in the usual manner.

The procedure for dealing with a pro forma committal is as follows: (1) After the second reading the Member in charge of the bill shall move "That the Speaker do now leave the Chair, and the House resolve itself into a Committee of the Whole to consider the bill pro forma". This question shall be put without amendment or debate. (2) The proposed amendments, which must have been previously printed, shall be put in one question, without amendment or debate, "That the amendments as printed be inserted in the bill". (3) If the motion is agreed to, the Chairman shall report the bill with amendments. (4) Upon the adoption of the report, no debate being allowed, a future time shall be fixed for its recommittal. (5) The bill shall be reprinted in its amended form, and on recommittal be considered as if committed for the first time. (6) If the question for the pro forma committal, or for the inclusion of the amendments is negatived, the bill shall be proceeded with in committee by clauses and schedules.
2001 Precedent1. Following a suspension of Standing and Sessional Orders to allow for the committal after the Minister's second reading speech and after the Minister had sought pre-audience, the Children and Young Persons (Care and Protection) Amendment (Permanency Planning) Bill (No 2) was committed proforma and reported with amendments.
