266. The following procedure shall apply for the tabling and printing of papers:
      1. Ministers shall table papers at the time provided in the routine of business or at other times by leave of the House.
      2. The Leader of the House, on a subsequent sitting day, may give a notice of motion regarding the printing of papers tabled. Consideration of this motion shall be Business with Precedence.
      3. The question on the motion is open to amendment and debate.
      4. Any Member may speak on the motion for up to 3 minutes, including the Minister in reply.
      5. The Speaker may call on the Minister to reply if the debate exceeds 30 minutes.

2002 Precedent1. The Leader of the House moved, by leave, that certain papers be printed. The Leader of the House advised the House that other papers that have been tabled would not be printed because they were available on the internet. The Manager of Opposition Business requested that where documents are not printed that the website on which they could be found be identified in the tabling of the documents or that the website address appear on the business paper. Motion agreed to. PD 21/3/02, 995 2. A Minister moved, by leave, that certain papers be printed. The Minister advised the House that other categories of papers that had been tabled in the past would not be printed as they are not statutorily required to be printed and are not usually included in the parliamentary papers series. The Minister also advised the House that the Tabled Papers Register on the Parliamentary Intranet now includes the website address of any paper tabled in the House which is also accessible online. 2001 Cons. RulingSPEAKER MURRAY: I refer to a point of order taken by the Deputy Leader of the Opposition today in which he quoted from a ruling that I had supposedly made on 28 October 1998 in reference to the tabling of a document that was quoted in debate. I have looked at the Hansard record of that exchange in 1998. I advise honourable members that my remarks on that occasion have not been interpreted correctly. I did not order the tabling of the document at that time. Rather, Hansard notes that a member had asked the Minister to table the document, which the Minister did on his own initiative. 1992 Precedent1. Amendment proposed to motion for printing of papers that copies of the Report of the Community Justices Centre for the year ended 30 June 1991 be forwarded to those who had written to the Minister for Justice asking for funding. Amendment agreed to. Question proposed that motion as amended be agreed to. Motion that debate be adjourned agreed to and resumption of debate made an order of the day for tomorrow. The Speaker stated that unless the House directed otherwise, the Chair proposed that the debate on the Printing of Papers would be confined to the contents of the reports proposed to be printed and to reports which any member believed should have been included within the motion, being reports which were tabled since the last occasion upon which a similar motion had been debated and that detailed debate upon the operations or policy directive of any particular organisation which were the subject of a report should be limited. The Speaker also stated that amendments admissible to such motions would be limited to the omission of a report included or the insertion of a report not included which had been tabled since consideration of a similar motion. Several points of order taken when members sought to debate reports that had been listed under a motion that papers be printed: the first dealing with debate on matters contained in reports, the second with matters omitted from reports. Further to the first point of order, a comment was made that the question 'that the following papers be printed' be amended to permit broader debate. The Speaker repeated his earlier ruling of 8/4/92 (see above) and reminded members that debate on this question was limited to 3 minut
