CHAPTER 13 - AMENDMENTS

157. After a question has been proposed by the Speaker, it may be amended by:

    (1) the omission of words:
      “That the words proposed to be left out stand part of the question”.

    (2) the omission of words in order to insert or add other words:
      “That the words proposed to be left out stand part of the question”.
      • If resolved in the affirmative the amendment is disposed of;
      • If negatived the question proposed is “That the words to be inserted (or added) be so inserted (or added)”.

    (3) the insertion or addition of words:
      “That the words proposed to be inserted (or added) be so inserted (or added)”.

2010 Precedent1. During debate on a general business motion the Member speaking in reply foreshadowed an amendment to the original motion to add an additional paragraph. After her speaking time expired leave was sought for the amendment to be moved and leave was not granted. PD 22/4/2010, 22167

2005 Precedent1. During the debate on a motion to suspend standing and sessional orders to allow both motions for urgent consideration to be considered the Speaker warned the member not to debate the substance of her urgent motion. The member moved an amendment to the motion that her motion be debated first. The Speaker ruled the amendment out of order noting it was not an amendment but a motion. PD 10/11/2005, pp 19524-5
1998 Precedent1. With the concurrence of the House debate ensued on each of the amendments separately with a view to the questions on the amendments being put as one question. VP 05/05/98, 548
1995 Precedent1. Member took point of order that Speaker stating that the "Ayes" had it on the question, "That the words proposed to be left out stand part of the question" had not resolved the question. Speaker said that the matter had been resolved by the House. PD 25/5/95, 276
1992 Precedent1. Foreshadowed amendment 'That this matter be deferred until Tuesday, 15th September' accepted as a reasoned amendment to the question, 'That the motion [concerning days for the sittings of the House] be agreed to'. The Speaker ruled that, although the effect of the amendment would be to adjourn debate, he accepted that it had been put forward to allow certain members to speak again. PD 2/9/92, 5408-10
