| 2004 Precedent | During the debate on the motion to suspend standing and sessional orders, the Leader of the House moved that the question be now put whereupon the Speaker ruled that under standing order 405(5) the closure motion could not be moved. A point of order was raised that as the closure motion had been ruled out of order the time of the member who had been speaking should resume from the time the Leader of the House moved his motion. The Speaker did not agree and noted that the standing orders are explicit that if points of order are taken when a member is speaking, the member's speaking time is eroded by those points of order.
