(1) Is he aware of the NSW Farmers’ Association OJD Review Committee’s policy position released on 22 October 2002?
(2) Will he supply me with a copy of his Department’s response to this policy release?
Answer—
(1) Yes
(2) NSW Agriculture has a process which it uses to work with industry to develop appropriate policy for the long-term control and management of Ovine Johne’s Disease. NSW Agriculture welcomes the NSW Farmers’ Association’s policy position and sees it as a positive step in this process.
Many of the points raised within the NSW Farmers’ policy paper are initiatives NSW Agriculture has, or is developing up with Industry. These include the national adoption of the Market Vaccinating Status, the proposed development of an OJD Management Area in the residual zone of NSW, trading options for low risk sheep and a general shift toward risk based trading.
In fact, NSW Agriculture has worked with the Yass, Central Tableland, Goulburn and Braidwood Rural Lands Protection Boards to develop the OJD Management Area currently being considered by industry in that area. If adopted, it will see the lifting of individual property quarantine, and trading options being linked to vaccinating, testing and management strategies. For many, it would enable them to trade approved vaccinates freely within the OJD Management Area. The individual property quarantine would be replaced by a zone quarantine and stock traded outside this area would still need to have either a Market Assured Status, tested negative to OJD, or be a crossbred wether lamb.
On Wednesday 30 October, Ms Renata Brooks, Chief of Animal Industries and Mr Pat Abraham Program Manager, Wool & Sheepmeat Service met with NSW Farmers’ Association to discuss their proposal. In this meeting, NSW Agriculture staff outlined the process in developing policy which requires wider Industry input. NSW Agriculture looks forward to working with Industry in developing policy for the long-term control and management of OJD.

(3) Given the ICAC investigation into the tow truck industry, why haven’t you intervened to prevent this Request for Tender from proceeding?
