1 Anniversary of Armenian Genocide of 1915; resumption of the adjourned debate on the motion of Mr Watkins—
(1) Acknowledges the second anniversary of the historic motion by this House condemning the Armenian genocide of 1915.
(2) Recognises 24 April 1999 as a day of remembrance and as the eighty fourth anniversary of the Armenian genocide.
(3) Joins the New South Wales Armenian community in honouring the memory of the 1.5 million people who died in the first genocide of the twentieth century.

1 Mr HARTCHER to move—
(1) Notes the serious crisis in the chicken industry as a result of the outbreak of Newcastle disease on the Central Coast.
(2) Expresses its sympathy to the growers and residents of Mangrove Mountain.
(3) Requests the Premier to urgently visit the area and see for himself the impact of the diseases’ outbreak and immediately arrange for appropriate assistance to growers, many of whom have had their livelihood destroyed.

2 Mr SLACK-SMITH to move—
(1) Congratulates the Federal Government in its quick response to funding a rescue package to the chicken processors and growers on the Central Coast affected by Newcastle disease.
(2) Condemns the Minister for Agriculture for dragging his heels in initiating exceptional circumstances for the chicken industry on the Central Coast.

(3) Congratulates the one thousand workers and volunteers who have worked tirelessly to keep the disease under control.

3 Mr SOURIS to move—
(1) Notes with concern the escalating law and order problems facing rural and regional communities.
(2) Notes the abject failure of the Government to properly implement the Children (Protection and Parental Responsibility) Act, when after four years in operation only four communities have been declared operational areas.
(3) Calls on the Government to appoint an independent review of the Children (Protection and Parental Responsibility) Act in light of the appalling take up rate by rural and regional communities.

4 Mr FRASER to move—
That this House condemns the Government for:
(1) Its failure to complete the new Coffs Harbour Base Hospital in its first term of Government as promised by the Premier and the then Minister for Health, Dr Andrew Refshauge.
(2) Now intending to develop the hospital in several stages instead of one stage.
(3) Its failure to provide the Coffs Harbour Base Hospital, Bellingen District Hospital and Dorrigo M.P.S. with enough funding to meet the basic needs of the people in the electorate of Coffs Harbour and therefore causing the waiting list to blow out from 375 in 1995 to over 2,000 currently.

5 Mrs SKINNER to move—
(1) Acknowledges the 6% increase in demand for bus services to the city from North Shore during the morning peak period.

C7 Mr SLACK-SMITH to move—
(1) This House calls on the Government to form a Joint Select Committee to review the Firearms Act 1996, as required by section 92 of that Act;
(2) The Committee be comprised of 7 members - 4 from the Legislative Assembly and 3 from the Legislative Council, with the Legislative Assembly members consisting of two Government Members and 2 Opposition Members, the legislative Council Members consisting of 1 Government, 1 Opposition and 1 Independent and the Government appointing a Chairman with full voting rights;
(3) The Committee be empowered to hold public meetings, to take both written and oral submissions, to undertake independent scientific research, and to make any recommendations to improve the operation of the Firearms Act 1996; and
(4) The findings of the Committee be tabled in both Houses of Parliament and forwarded to the Australasian Police Ministers Conference.

8 Ms SEATON to move—
That this House condemns the Government for its failure to take police out of prison escort duties and notes that:
(1) Senior detectives in the Southern Highlands have been required to undertake prison escorts rather that working on investigations or drug crime; and
(2) That other officers have been diverted from front-line duties, such as domestic violence prevention, to escort prisoners.

9 Mrs SKINNER to move—
That this House condemns the Minister for Health for:
(1) Deliberately misleading this House, when on May 13 he claimed that funding for prosthetics for public patients was the responsibility of the Commonwealth Government rather that the State Government; and
(2) Failing to provide sufficient funds for hospitals and for schemes, such as the Program for Appliances for Disabled People and the Artificial Limb Scheme, to meet the needs of people needing orthotic devices.

10 Mrs SKINNER to move—
(1) Condemns the Government for its further delays, secrecy and failure to consult regarding proposed plans for the future use of Luna Park;
(2) Calls on the Ministers for Public Works and Services and Land and Water Conservation to immediately release proposed plans for public consideration and input; and
(3) Calls on the Ministers to provide guarantees that they are not hiding proposals to include medium or high density residential or commercial development which will impact on historic and environmental aspects of the site, and effect local amenity, particularly local traffic problems.

12 Mrs SKINNER to move—
(1) Congratulates the Commonwealth Government for its budget commitment of an additional $600 million for medical research over the next six years.

(2) Condemns the State Government for failing to create a climate in NSW which strengthens the scientific basis for health care and fosters investment in the biotechnology industry.
(3) Calls on the State Government to follow the lead of the Commonwealth and other States and increase funding to provide necessary infrastructure support for key medical research establishments in NSW.

13 Mr HAZZARD to move—
(1) Recognises the concern of residents of Allambie Heights, Narraweena and Forestville in regard to proposals by the Government through DUAP to create urban villages in these Warringah Council areas.
(2) Calls on the Government to respond sensitively to community concerns and to instruct DUAP to find ways other that urban villages to address housing requirements in Warringah.

That this House condemns the Minister for Transport for failing to act to solve City Rail southern Highlands line service problems including regular and unsafe overcrowding on the 3.47 pm from Central, security police unable to patrol carriages due to sardine like conditions, loss of station attendant hours and unreliable ticket machines.

(1) Condemns the Member for Manly, Mr David Barr for his failure to support Manly High School and Northern Beaches Schools in their efforts to get a fair share of maintenance and capital works expenditure from the Government; and

17 Mr O’DOHERTY to move—
(1) Calls on the Government to expedite the provision of security cameras at railway stations in the electorate of Hornsby.
(2) Notes that the lack of cameras and other security measures allowed a serious attack on a Mt Colah youth to go undetected.
(3) Calls on the Minister for Transport to apologise to the youth and his family and agree to their request for a meeting.

That this House calls on the Government to:
(1) Require Manly Council to suspend the current plans to build the Manly Wharf interchange.
(2) Work with Manly Council to devise and fund a workable wharf interchange that allows buses to deliver passengers to the Manly Wharf interchange.

19 Mr O’DOHERTY to move—
That this House, recognising the critical need for infrastructure development in the Hornsby electorate, calls on the Government to make provision in the forthcoming budget to commence work on the following:
(1) The redevelopment of Hornsby Hospital.
(2) Sewerage for Cowan, Brooklyn and Mt Kuring-gai industrial area.
(3) Commuter parking improvements at Hornsby and Berowra.
(4) The expansion of the rail bridge at Duffy Avenue and the nearby intersection.
(5) Halls for Mt Colah and Berowra public schools.

That this House calls on the Government to:
(1) Acknowledge the environmental and catchment significance of the 3.6 hectares of land at Allambie Heights known as the “Ardel site”; and
(2) Enter immediate negotiations with Ardel Pty Ltd to purchase the land and to incorporate it within the Regional Park incorporating the Manly Dam Catchment.

21 Ms SEATON to move—
That this House notes the disinterest shown by the State Government in the plight of sacked Oakdale coal miners on state related issues such as housing, education, community services and retraining, and notes the time taken by the Attorney General and Minister for Industrial Relations to respond to requests on behalf of miners and the CFMEU to discuss transferability of work skills to above ground jobs, and further notes that the Minister delegated that meeting to a staff member.

22 Mr OAKESHOTT to move—
That this House notes that:
(1) “Flag of convenience” vessels are vessels registered overseas with foreign crews on board.
(2) “Flag of convenience” vessels are operating in NSW.
(3) One “flag of convenience” vessel with Tongan crew, named The Sitka, won a State Government contract last year to transport Government supplies to Lord Howe Island.
(4) The use of cargo vessels with cheaper imported foreign crew labour is an unfair advantage in State tendering, and is costing NSW jobs.
(5) In allowing this to continue, the State Government is at odds with its stance in support of the Maritime Union of Australia during last year’s national waterfront dispute.

(1) Notes the poor environmental state of the Gosford area aquifer prior to the Mangrove Mountain Newcastle Disease disaster as reported in the Central Coast Health Department Water Quality Report.
(2) Notes the Minister for the Environment’s refusal to guarantee water quality during the pit burial disposal of diseased bird carcasses.
(3) Calls on the minister to guarantee that the EPA will conduct three monthly water quality monitoring to reveal the truth about water quality to Central Coast residents.
